КЛЮЧОВІ НАПРЯМКИ ДОСЛІДЖЕННЯ ТА ДИЛЕМИ В СФЕРІ ПУБЛІЧНИХ ЗАКУПІВЕЛЬ: ТЕОРЕТИЧНИЙ ФРЕЙМ

В роботі узагальнено наукові підходи до феномену публічних закупівель з позицій різних шкіл та течій, проаналізовано ключові дилеми, що виникають в процесі функціонування системи публічних закупівель різних країн світу. Обгрунтовано, що проблеми в дослідженні публічних закупівель виникають через низку факторів: погане визначення предмету публічних закупівель, оскільки його межі “розмиті” між багатьма навчальними дисциплінами; існування “розриву” між академічними роботами щодо соціально-економічних наслідків публічних закупівель та рамковою послідовністю їх побудови та процедури виконання; недостатній інтерес до вивчення публічних закупівель з боку регіональної та місцевої влади. Аналіз досліджень публічних закупівель проведений в кількох напрямках: 1) методи вибору закупівель; 2) атрибути товарів і послуг; 3) досвід учасників; 4) децентралізація закупівель; 5) підзвітність та прозорість; 6) ефективність; 7) оцінка політики закупівель. Проаналізовано ключові дилеми в системі публічних закупівель, серед яких виокремлено: 1) дилему підзвітності / відповідальності як розвиток гнучкості системи закупівель із збереженням підзвітності та контролю; 2) дилему шахрайства / бюрократії як обмеження можливостей для зловживань та поганого управління; 3) дилему принципал-агента як намагання досягнути “найкращої цінності” за конкуруючих цілей у спільній діяльності; 4) дилему короткострокових / довгострокових витрат як протиставлення короткострокової економічної вигоди довгостроковим витратам на моніторинг; 5) дилему розширення повноважень як орієнтацію на “кінцевого споживача” через децентралізацію при одночасному збільшенні витрат на навчання та оцінювання. В довгостроковій перспективі критично важливими є реформи, спрямовані на удосконалення процедур, підвищення адаптаційного потенціалу системи публічних закупівель
